500 self-employment places a year, shared five ways

To move to Italy and open a business, a non-EU founder needs a self-employment permit, and it comes out of an annual quota. The 2026–2028 decree sets that quota at 650 a year — 0.39% of the 164,850 work entries Italy programmes. The slice a founder can use is a single pool of 500, shared with professionals, company directors and artists; the plain-entrepreneur lane inside it asks for €500,000 of your own capital and three new jobs.

A non-EU citizen who wants to move to Italy and open a business needs a residence permit that allows self-employment before a partita IVA is possible at all. The permit comes, for someone applying from abroad with no other tie to the country, out of an annual quota. For 2026 that quota is 650 places — 0.39% of the 164,850 legal work entries the government has programmed for the year.12

The number is fixed by decree. The decree of the President of the Council of Ministers of 2 October 2025 sets the entry quotas for the whole 2026–2028 triennium, and it is the document a would-be founder is really up against. It is worth reading for what it counts, because the headline “half a million entries” the coverage led with is almost entirely seasonal and subordinate work. Self-employment is a rounding error inside it, and the part a founder can actually use is smaller still.1

A door 650 wide

Article 5 of the decree sets the total: 164,850 entries for 2026, rising to 165,850 in 2027 and 166,850 in 2028. Article 7 takes 88,000 of the 2026 figure for seasonal work in agriculture and tourism. Article 6 splits what is left — 76,850 — into 76,200 for non-seasonal employees and 650 for lavoro autonomo, the self-employed. The three channels add up to the total exactly, and the 650 is unchanged across all three years.14

Self-employment entry is quota-bound by law, not by this decree’s choice. Article 26 of the 1998 immigration code admits a foreigner for lavoro autonomo only nei limiti numerici set under the flussi articles, and only where the activity is not one the law reserves to Italian or EU citizens. It also asks the applicant to show an income above the threshold that exempts a person from health-service charges, and somewhere adequate to live. The quota is the ceiling; those are the floor beneath it.23

The 500 a founder can use

The 650 is not a single line a founder joins. Article 6, comma 4 carves out 500 places a year — 1,500 across the triennium — for self-employment of a particular kind, and lists five categories that share them. A founder falls into one of two: the entrepreneur running an investment plan, or the founder of an innovative start-up. The other three places at the table go to regulated professionals, to company directors and auditors, and to artisti di chiara fama, artists of established reputation. One pool of 500, five kinds of applicant, no sub-quota dividing it among them.1

Article 6, comma 4, lettere a–e of the decree of 2 October 2025. The 500 places are a single pool: the decree sets no separate ceiling per category, so all five draw on the same number.1

€500,000 to be an entrepreneur

The entrepreneur lane carries the bar that stops most people using it. Lettera a admits the applicant who intends un piano di investimento di interesse per l’economia italiana — a business plan of interest to the Italian economy — where the plan puts up risorse proprie non inferiori a 500.000 euro, own resources of no less than €500,000, and creates at least three new jobs. This is not a bank guarantee or a turnover target. It is half a million euros of the founder’s own money, committed before the permit is granted.1

The way around it is the start-up lane, lettera e, which asks instead that the company meet the conditions of the 2012 innovative-start-up law and that the founder hold a genuine self-employed relationship with it. There is no €500,000 line there. So the honest reading for a first-time founder is that the ordinary entrepreneur visa is priced out of reach, and the realistic door is the start-up one — competing, still, inside the same 500 places as the professionals, the directors and the artists.1

The doors that skip the queue

The 500 counts one route only: an application from abroad, against the quota. Several people never touch it. An EU or EEA citizen needs no permit and no quota to establish themselves in Italy. A non-EU person who already holds a long-term residence permit from another EU state may take up self-employment here al di fuori delle quote, outside the quota, under the change article 9-bis made for the triennium; and someone already in Italy on a study or work permit can, in defined cases, convert it rather than queue. The decree spells these out in its own opening recitals.12

That is the honest limit on the 650. It is the front-door quota for a founder arriving cold, not a count of everyone who becomes self-employed in Italy in a year. What this does not settle

It does not measure how many people enter self-employment by converting a permit already held, which is the larger real channel for many founders and is not published on a source reachable here. It counts programmed places, not permits actually issued; a quota can go undersubscribed as easily as a queue can overflow. And it says nothing about what happens after the permit: once resident, a founder opens a partita IVA and faces the forfettario regime on the same terms as anyone else, which is the subject of most of the rest of this research. The visa is the gate; the tax is the country on the far side of it.2
